Mid-size city in Westchester County, NY with dynamic population looking for means to leverage its proximity to New York City to attract business while improving services to its constituents. The Mayor and his administration was looking to improve the quality of services the city provided to its residents, business owners, entrepreneurs, and tourists to enhance community and economic development, and public safety.
At the heart of initiated changes was the need to review existing processes, supporting technology (that combined a total of 34 systems), identify existing gaps and make recommendations on how to leverage the better use of people, process, and technology to improve service efficiency and effectiveness.
Capstone Strategy Group (CSG) was hired to help the city achieve its goals and objectives. The CSG team was contracted to use its BTI methodology to assist the city assess key business processes and the current use of technology capabilities in 6 key departments including: Building/Planning; Public Works; Parks and Recreation; Accounting/Payroll/Procurement; Management Services; and IT.
Further, the team would develop and deliver a set of recommendations to meet future state business and functional requirements across the 6 targeted departments. Within 3 months of contract award, the CSG team completed the project to the customer’s satisfaction and provided an overarching framework that met defined business and functional requirements and accommodated integration of other departmental needs. The analysis also included a benchmark of custom solutions and leading commercial off the shelf solutions used by other municipalities and counties. Further, CSG provided a detailed roadmap that included a timeline, resource needs, tasks prioritization and pricing for suggested technology solutions.
